CHOOSING A CERTIFIED RATER-To insure that prospective builder partners fully understand what it takes to build an ENERGY STAR qualified home before committing to the program, EPA requires that they begin working with a Home Energy Rater prior to submitting a Partnership Agreement to EPA. To facilitate this requirement, builders must specifically select the ENERGY STAR rater partner they are working with as part of the online Partnership Agreement process.
